FRC Standing Rules
STANDING RULE I
HOUSE RULES
- These House Rules shall be posted conspicuously in the Fleet Reserve Club (FRC) for information and guidance for all FRC Members.
- For this document Competent Authority is defined as: MEMBERS OF THE BOARD OF GOVERNORS (BOG), CLUB MANAGER OR HIS DESIGNEE, IE: ASSISTANT MANAGER, BARTENDER.
- Members shall be responsible for the conduct of their families and guest while on club premises. All guests shall leave the FRC when their sponsor leaves unless approved by competent authority.
- The conduct of children in the FRC is the sole responsibility of the parent or guardian bringing the children into the FRC. Should the children belong to a guest, the sponsoring FRC member shall be responsible for their conduct. Running about and loud boisterous conduct is not allowed. Responsible persons will be requested to remove unruly children from the FRC premises.
- Members with guests, including those arriving by boat, shall sign all guests into the guest log at the front door of the club. A guest is defined as: a nonmember, including wives and children, visiting the club with a member in good standing.
- Any FRC member in violation of FRC Bylaws and Standing Rules shall be subject to expulsion from the FRC and possible suspension by the BOG. (Section 304, FRC Bylaws and Rules.)
- All new FRC members, including Branch and Unit 24, must attend the FRC orientation prior to receiving their club card or vehicle stickers. New Branch members will be referred by the secretary FRA BR24, to the FRC office for scheduling. Attendance at the orientation will require appropriate casual wear. Associate member applicants must have their form DD214 and BR24/Unit members must have their Active/retired military or dependent ID card with them. FRC cards will be mailed to the member after approval by the board of governors. Vehicle decals can be obtained from the FRC office or by mail after receipt of the FRC key card.
- There is no limit on the number of guests an FRC member may sign into the club however, there is a limit as to how many people may be in the club at any given time as set down by the Fire Codes. On occasion we may have to limit access to the FRC to conform to these numbers. (Parade of Lights is a good example of when we limit access.)
- Members and guest, who are visibly under the influence of intoxicants, using unbecoming language or are considered conducting themselves in an unacceptable manner will not be served alcoholic beverages. They shall leave the FRC property when requested to do so by Competent Authority.
- Proper identification shall be presented to the on duty bartender or Competent Authority upon request. Refusal will result in removal from club premises and suspension of privileges until investigated by the House Committee.
- FRC members under suspension of FRC privileges and persons who have been denied membership in the FRC are not permitted to attend FRC functions, even as a guest of an FRC member. Suspended members of Branch of Unit 24 may only attend Branch or Unit meetings or functions held at the FRC.
- Privileges of the FRC may be extended to visiting members of the U.S. Armed Forces on active duty or reserve, visiting members of the Fleet Reserve Association and the Ladies Auxiliary of the Fleet Reserve Association.
- No alcoholic beverage shall be served to persons under the age of 21 nor shall persons under the age of 21 be permitted to indulge in alcoholic beverages on FRC property. Bartenders will check the ID of patrons at tables for whom others are purchasing alcoholic beverages at the bar.
- No minors (under the age of 18) shall be allowed to sit at the bar.
- No minors, (under the age of 16), shall be allowed in the main bar area after 10 PM.
- Only authorized personnel shall go behind the bar at any time. THERE SHALL BE NO EXCEPTIONS!
- No food or beverages, from an outside source is permitted on FRC premises. (Section 802, FRC Bylaws and Rules.) Unless approved by the Chairman BOG.
- No alcoholic beverages shall be sold for OFF PREMISES USE including for consumption on docked boats nor shall they be removed from the club building or patio.
- No persons shall remove FRC property from the premises except by authority of the Manager or Chairman, BOG.
- No credit system other than the credit card shall exist at the FRC. No indebtedness will incur between members and the FRC without prior written approval of the BOG.
- Check cashing is limited to $100.00 per member per day with proper identification. In the event of a bad check, the FRC Manager shall inform the writer of the check of the problem and collect payment in full plus a $25.00 bad check fee. Should a second bad check offense occur, the FRC Manager shall again collect payment in full and a $25.00 bad check fee and the check writers FRC check cashing privileges will be suspended for two (2) years.
- With the exception of ADA specified “ASSISTANCE ANIMALS” no animals are allowed on FRC premises.
- DRESS CODE – Proper attire, set by the BOG shall be adhered to at all times on the FRC premises.
- Shirt and foot coverings must be worn at all times.
- FRIDAY NIGHT DINNER DANCE: No tank tops, short shorts, bathing suits or bare feet.
- Competent Authority may determine if proper attire fits the occasion.
- There shall be NO SMOKING anywhere in the FRC building. Smoking permitted on the patio. Smokers please be considerate of patrons around you.
- No swimming, crabbing, or fishing is permitted from the patio seawall at any time. (City Ordinance: 15.16.060)
- There shall be no feeding the ducks or other fowl from the FRC patio. (City Ordinance: 15.16.060)
- FIREARMS – ONLY CERTIFIED LAW ENFORCEMENT OFFICIALS are allowed to carry firearms in the FRC. However, If these officials are carrying weapons, they shall not be served alcoholic beverages. Other patrons are not allowed to bring FIREARMS OF ANY TYPE into the FRC at any time. THERE WILL BE NO EXCEPTIONS TO THIS RULE.
- The FRC shall not be responsible for items lost, stolen, or damaged while on FRC property.
- Should bodily injury or property damage be incurred while on FRC property, Competent Authority shall be notified immediately, the FRC Manager or Senior Employee present. NOTE: Senior Employee is designated as the Main Bartender who has responsibility for closing up the FRC at the close of business.
- TV, Radio, and all Game NOISE shall be held to a minimum during meetings of Branch and Unit 24 and during other meetings as directed by Competent Authority.
- Control and volume of the TV, Radio, Club Games, Bands, and all lighting, heating, and air-conditioning settings shall be at the discretion of Competent Authority.
- Selection of programs watched on the TV shall be by the general consensus of the customers.
- Soliciting or selling goods from any outside source is not permitted in the FRC.
- All lighting, heating, and air-conditioning settings shall be at the discretion of the FRC Manager or Senior employee present. Patrons are requested to bus their tables and return all empty glasses, bottles, etc. to the bar or collection tub.
- The “Quarter Book” is a game to attract members to the club. You only win if you have visited the FRC and signed the book that day. All branch, unit and associate (FRC members) are eligible to sign the Quarter Book if they are present in the Club. The Quarter Book may be signed (include key card number) after first depositing twenty-five cents ($0.25) in the coin slot in the front of the Quarter Book stand. The Quarter Book will be closed at the end of business day. Drawings will be held and posted in the quarter book the following day. Rules for the quarter book are posted on the bulletin board.
- There will be no card playing involving money on the first floor of the FRC. Games such as solitaire, rummy, or cribbage, where a score is kept on paper or a board, is authorized. Competent Authority may allow card games in the second floor clubroom. There will be no card playing in either the FRC or Branch 24 offices.
- There will be no gambling on the shuffleboard at any time. Violations shall result in shutting down the machine.
- PARKING REGULATIONS
- All vehicles parking in the FRC parking lot shall have a current FRC decal PERMANENTLY affixed to the drivers side REAR BUMPER OR REAR WINDOW or have a valid FRA license plate on their vehicle.
- WHEN PARKED IN THE LOT, YOU MUST BE IN THE FRC. Vehicles in violation will be towed at the owner’s expense. Members, with vehicles parked in the FRC lot, and not in the club will have their vehicle towed and issued a written warning. Should a second offence occur, the vehicle will again be towed and parking privileges will be subject to suspension after review by the House committee.
- The posted parking regulations must be followed. PARKING DECAL REMOVED FOR 30 DAYS.
- DOCKING REGULATIONS- All docking is at the discretion of Competent Authority.
- All vessels docking at the FRC shall have a current FRC decal permanently affixed prominently on the Starboard (right) side structure of the vessel. Tenders or dinghies may also be issued a decal as long as it is registered to the member. Should the above vessel have a tender, it may also be issued a decal as long as it is registered in the name of the member owning the vessel on which it is carried.
- Only runabouts and cuddy cabin boats, not obscuring the view of “ego alley,” will be allowed to dock from Friday at 1500 until it is dark on Sunday. This rule is at the discretion of competent authority and is not contestable.
- Vessels shall only be docked/moored at the FRC dock while the operator and guest or crew of said vessel are utilizing the FRC facilities. The member must ensure guests are signed in at the front door.
- There shall be no overnight docking/mooring of vessels at the FRC dock and no hooking up to FRC electrical power sources.
- There shall be no rafting of vessels at the FRC dock. Rafting is defined as mooring two (2) or more vessels outboard of one another.
- Vessel Engines shall not be left running while at the FRC dock nor when unattended. A short attended warm-up period is allowed prior to departing.
- Vessels docking/mooring at the FRC dock shall dock starboard side to and moor so as to best utilize the dock space by mooring all the way at either end of the dock so as to allow maximum room for other vessels to come in. This may require periodic moving of vessels as they come and go.
- Vessels shall not dock/moor at the FRC dock during special or ceremonial events as advertised by management or BOG.
- Military and government-owned vessels, including MWR operated by an FRA member, shall be allowed to moor at the FRC dock with a temporary decal while utilizing FRC facilities.
STANDING RULE II
CLUB MANAGER
- The Board of Governors shall hire a Club Manager, who shall be responsible to the Chairman, Board of Governors, for the performance of all operational, financial and administrative functions of the FRC. The Club Manager shall be bonded in that amount deemed appropriate to protect the funds of the FRC. The Club Manager reports to the Chairman of the Board of Governors.
STANDING RULE III
BOOKKEEPER
- The Board of Governors shall hire a bookkeeper to work with the Club Manager and the Club Treasurer to keep all Club financial records up to date. The bookkeeper reports to the Chairman, of the Board Of Governors.
STANDING RULE IV
AMENDMENTS
- These standing rules may be amended at a regular meeting of the BOG in accordance with Section 901 (b)(2) of the FRC Bylaws and Rules.
CERTIFICATION OF REVISION
Be it known that on the _____________ . at a regular meeting of the Fleet Reserve Club of Annapolis, Inc., Board of Governors, a quorum being present did unanimously approve and adopt the forgoing Standing Rules.
